Thiruvananthapuram, Kerala: Justice Rajendra Babu Commission today submitted its final report recommending Rs 4.5 lakh a year as the income limit defining the creamy layer among other backward classes (OBC) in the State.

The Commission in its interim report had earlier asked the State government to approve the Union governments decision to raise the income limit to Rs 4.5 lakh.Later, after due clarifications, the commission decided to fix the limit to Rs 4.5 lakh.

``In case, if the backward class people get appointment on the reserved seat, reserved people will lose a seat, the commission observed.
